Go to client's PC who is experiencing this error, then do the following:
- Start -> Run… -> type regedit, then hit Enter
- Delete the LICENSE000 folder from HKEY_LOCAL_MACHINE\Software]Microsoft\MSLicensing\Store\
- Restart the PC
- Try to connect again to the Terminal Server using RDP
