Solution:
Make sure to always do a backup before performing the suggestion solution below. The solution worked for me, I'm not sure if it will work for you, your choice to follow the solution below.
Make sure that ntds.dit file exists inside C:\Windows\ntds\
You can copy the ntds.dit from running same Windows server or restore from backup, but make sure to delete the key System\CurrentControlSet\Services\NTDS\Parameters\DSA Database Epoch
